The longstanding partnership between ICBC and brokers has created a strong a sustainable and affordable system of insurance for B.C.’s drivers. Hear what’s coming next and the opportunities ahead as that collaborative relationship carries us into the future to continue to strengthen service for British Columbians.

Jason McDaniel, President and CEO, ICBC
As the president and CEO of ICBC, Jason McDaniel (he/him) leads the Crown corporation of dedicated and diverse individuals serving communities across British Columbia. Together with the executive team, he provides leadership and strategic direction to ensure the delivery of affordable insurance, exceptional customer experiences, and trusted protection for people in B.C. and all who travel on the province’s roads.
Over his 20-year career with ICBC, he has held several key leadership roles. A career milestone for McDaniel was playing a central leadership role in the implementation of Enhanced Care, the most significant auto insurance transformation in ICBC’s history. This initiative greatly improved affordability and recovery benefits, resulting in better car insurance for everyone in British Columbia.

Kelly Aimers, Vice Pesident Insurance and Chief Actuary, ICBC
Kelly Aimers (she/her) is ICBC’s Vice President of Insurance & Chief Actuary. She is responsible for the development, maintenance, and pricing of ICBC’s auto insurance products. Her team works closely with more than 900 Autoplan brokers, who serve as key partners in insurance distribution, while also providing additional support to meet customers’ insurance needs.
Kelly has been with ICBC since 2006 and most recently served as Chief Actuary. Prior to joining ICBC, she spent 10 years in consulting, working in the pension and health and welfare practices. Kelly is a Fellow of the Canadian Institute of Actuaries and an Associate of the Casualty Actuarial Society. Outside of work, she helps “manage” her three children and plays an active role in coaching their many sports.

David Fearncombe, Director, Insurance Sales, Distribution, Governence & Business Improvements
David is ICBC’s Director, Insurance Sales, Distribution. He is responsible for driving the strategic direction of the sale and distribution of ICBC’s products and services. He oversees both the Broker Accounts and Broker Governance teams as they build relationships with our broker partners while continuing to manage broker compliance to over 900 broker locations throughout British Columbia. David has significant sales and distribution experience in financial services including, most recently, at Coast Capital Wealth Management. Prior to Coast Capital, David directed distribution for western Canada for Desjardins Wealth. He also spent some time on the board of North Shore Insurance Services.

Cameron Sutherland, Senior Manager, Broker Governance
Cam Sutherland is ICBC’s Senior Manager of Broker Governance. He is responsible for driving strategic broker initiatives, implementing the Strategic Broker Accord, and managing broker compliance programs. Cam chairs and manages various broker consultation groups including the Memorandum of Understanding Council (MOUC), ICBC Broker Liaison Committee and the Broker Online Task Force. Cam has a Bachelor of Management from the University of Lethbridge and has worked in several divisions at ICBC since 2000.

Kathryn Sinclair, President & CEO, CSIO
Kathryn Sinclair is President & CEO of the Centre for Study of Insurance Operations (CSIO), where she leads the organization’s efforts to advance data standards and digital connectivity across Canada’s P&C insurance industry. Since joining CSIO in 2020 as Vice President of Strategy & Operations, she has worked closely with brokers, insurers, and technology partners to modernize industry infrastructure and improve how the industry connects and exchanges data.

Aly Kanji, IBABC Past President, CSIO Director, and CEO, InsureLine
Aly Kanji is CEO of InsureLine, a national insurance brokerage franchise he co-founded to help brokers build and grow successful businesses. Under his leadership, InsureLine has become one of Canada’s fastest-expanding brokerage networks, combining entrepreneurial ownership with shared technology, brand strength, and operational support. Aly is passionate about empowering brokers to scale their businesses while adapting to evolving customer expectations and the digital transformation of the insurance industry. He is a respected industry voice on brokerage innovation, entrepreneurship, and the evolving role of brokers in the digital future.

This panel will explore the evolving role of MGAs in Canada: what they are, how they differ from brokers and insurers, and why they are becoming an increasingly critical part of distribution, underwriting expertise, and product innovation.
By the time this discussion takes the stage, CAMGA will have released new research on regulatory oversight of MGAs across Canada. We’ll unpack what the white paper tells us about the current MGA landscape, the forces accelerating their growth, and how brokerages and insurers are leveraging MGA partnerships to expand capacity, specialization, and speed to market.
Most importantly, the panel will look ahead: What does the future hold for MGAs in Canada? From regulatory evolution to technology, talent, and new distribution models, we’ll explore where the MGA sector is headed—and what it means for the broader insurance ecosystem.

Brett Boadway, Executive Director, Canadian Association of Managing General AgentsBrett Boadway is the Executive Director of the Canadian Association of Managing General Agents (CAMGA), bringing a rare blend of trade association leadership and deep insurance industry experience to the role. She began her career at The Dominion of Canada General Insurance Company before advancing to the Insurance Brokers Association of Ontario (IBAO), where she ultimately served as Chief Operating Officer. Brett holds a business degree with a specialization in finance from Western University, complemented by post-graduate studies in law, finance, e-commerce, public relations, and a Mini MBA from the Schulich School of Business. She is passionate about inspiring the next generation of insurance professionals, fostering collaboration, and building meaningful bridges across the industry. Brett lives in Toronto with her husband and twin daughters.

Pete Tessier, President, Canadian Association of Managing General Agents
Pete does not think he’s an insurance expert, he just plays one on his industry-leading podcast, creatively named The Insurance Podcast. After leaving the front lines of insurance, Pete consulted in the industry with software and insurance companies until he created The Insurance Podcast. Now in its ninth year, The Insurance Podcast has grown into an essential insurance media platform across Canada, the United States, and beyond. Outside the studio, Pete is also the co-founder of start-up MGA, Taycon Risk. He also the President of CAMGA, Canadian Association of Managing General Agents.

Janet Sinclair, CEO, Insurance Council of B.C.
Reporting to the Voting Members of Council, Janet is responsible for the leadership and oversight of all Council operations, including licensing and compliance activities for more than 50,000 licensees. Before joining the Insurance Council in 2017, Janet spent 16 years with Engineers and Geoscientists BC, the regulatory body for those professions. During her tenure, she held a variety of increasingly senior roles and became Chief Operating Officer in 2011. She firmly believes the public interest is best served when professionals are engaged in their own regulation.

Sebastian E, Vice President, Business Development, Western Canada, Intact
Sebastian E is Vice President, Business Development, Western Canada at Intact, where he leads growth initiatives and broker partnerships across the region. Over his 13-year career, entirely with Intact and largely in British Columbia, he started in Commercial Lines Underwriting and Personal Lines Actuarial Pricing before moving into broker-facing leadership across both lines. An Associate of the Casualty Actuarial Society and a Chartered Insurance Professional, he holds a B.Sc. in Statistics from UBC and is pursuing an Executive MBA through Cornell University and Queen’s University.

Lambert Morvan, SVP, Chief Distribution and Regional Operations Officer, Wawanesa
Lambert Morvan is a senior insurance executive with more than 25 years of experience across underwriting, actuarial, claims, broker distribution, and risk services within the property and casualty insurance industry. He joined Wawanesa in June 2025 after serving as Chief Executive Officer of Onlia Insurance and previously spent eight years as Chief Operating Officer of Northbridge Financial. Lambert is a Fellow of the Canadian Institute of Actuaries, bilingual in English and French, and serves on the Board of Thrive Youth Development Canada.

Susan Penwarden, Managing Director, Personal Lines, Aviva Canada
Susan Penwarden is a highly accomplished senior executive who brings over 30 years of deep expertise in the Property and Casualty (P&C) insurance industry, with a career spanning leadership roles across Canada, the UK, and Europe. Her experience includes executive positions such as her current role as Managing Director of Personal Insurance and as Chief Technical Officer at Aviva Canada, where she led underwriting, pricing, reinsurance, and risk management strategies across both personal and commercial lines.

Andy Taylor, Executive Vice President and Leader, P&C Ontario and West, Beneva, Gore Mutual
Andy Taylor is Executive Vice President and Leader, P&C Ontario and West at Beneva, with overall accountability for Gore Mutual and Unica as the organizations integrate. He previously served as President and Chief Executive Officer of Gore Mutual from 2020 to 2025, after eight years as Chief Financial Officer. A Chartered Professional Accountant (CPA) with more than 25 years in the insurance industry, Andy brings deep financial expertise and proven leadership. At Gore Mutual, he led the transformation of Canada’s oldest mutual insurer toward becoming a purpose-driven, digitally led national insurer.

Tom Reikman, Senior Vice-President and Chief Distribution Officer, Definity
Tom Reikman has been Senior Vice-President and Chief Distribution Officer of Definity since May 2017, with responsibility for leading broker Sales and Distribution strategies across Canada. He was also accountable for Corporate Communication, Public Relations, and Corporate Marketing from November 2017 to September 2022, and Senior Vice-President and Chief Operating Officer from January 2014 to April 2017. Tom has more than 25 years of executive leadership experience in the P&C industry, including in the areas of underwriting, marketing, and distribution management. He is an ELT Reciprocal Mentor to the Chair of Definity’s Anti-racism & Cultural Equity employee group.
